THE PARC DE MONTJUÏC UNIT

Imatge
Parc Montjuïc

Parc de Montjuïc is one of Barcelona’s more notable hills.

Covering over 450 hectares, this is a privileged space that combines a diverse range of aspects such as leisure, business activity, culture, sport and nature. Worth noting is its value as a natural space, given that it constitutes the city’s main park, after the Collserola.

When it comes to mobility, the Parc Montjuïc Unit manages the escalators, made up of 22 sections that join Avinguda Maria Cristina with La Recta de l’Estadi. They are used by thousands of people, as they bridge a difference in height of 52 metres.

The escalators’ usual operating times are from 7 am to 12 midnight, except on days when events are held at Parc Montjuïc.

The Unit is also tasked with coordinating initiatives to minimise the impact on daily life in the Park as well as notifying operators of any incidents that may cause accessibility and mobility problems.

The Unit carries out daily inspections at Parc de Montjuïc to detect any type of eventuality, whether from the operators themselves or in maintenance: broken lamps, fused lights, raised paving stones, fallen pylons, paving in poor condition etc.

The Parc de Montjuïc Unit consists of an inspection team of six civic officers who collect evidence of incidents with photographs and locate them on a map that conveys information to the municipal operator responsible for resolving such incidents.

Other tasks carried out by the Unit include monitoring of public works, initiatives with the Guàrdia Urbana relating to abandoned vehicles and monitoring of homeless individuals alongside Sants-Montjuïc’s Social Services and District.

In addition, it also is tasked with managing two information points that offer visitors specific information on Parc de Montjuïc and merchandising.

For better community life: Civic Officers

Since April 2015, we have been tasked by the City Council with setting up and managing a stable unit of civic officers. This unit is part of a programme aimed at encouraging civic uses of public spaces and at ensuring compliance with the rules that promote positive community life. The goal is to make Barcelona a friendlier city where there is a greater sense of safety and dialogue between citizens and visitors alike.

Its main functions are promoting civic behaviour and carrying out dispute-prevention work in areas where Barcelona City Council needs action. The officers help to foster proper uses by providing information, raising awareness and giving out warnings and, where necessary, injunctions.

The services have been steadily increasing over the years. These days the Civic Officer Unit can be found in every one of the city’s districts. Worth mentioning is the support service at the Citizen Help and Information Offices, which has seen a significant rise in user numbers.

The unit has been playing a notable role in the fight against COVID-19 infection since 2020. Civic officers have become established as one of the main guarantors of compliance with the safety measures issued by the health authorities. It is here that we have collaborated with the various authorities in such notable services as the closure of beaches for the Revetlla de Sant Joan / Midsummer Eve’s celebrations, monitoring safety and citizen-support measures on All Saints’ Day, supervision of access points during regional voting in Catalonia and, as a priority, support in the vaccination process for the city’s population, with the management of queues and access points and in collaboration with the allocated health teams.

Adding value to management

Proximitat/ Territori/ Transparència/ Coordinació

It is in the functional area of civic officers that we find their service vocation and proximity to the city’s residents and visitors. It is here that we also see them gradually taking on the role of an authority, which starts with information and support and ends with injunctions and coordination with the Guàrdia Urbana [city police].
