Ever since its delegation of powers on 2 February, Barcelona de Serveis Municipals has been carrying out coordination work to bring previous concessions to an end and embark on a new stage of public management today, 3 April 2020

Despite the exceptional circumstances arising from the Covid-19 pandemic, the municipal company Barcelona de Serveis Municipals (BSM) will be taking over the management of Barcelona’s Olympic Port, as planned, as of today, Friday, 3 April 2020.

This change-over in management, resulting from the termination of the previous concessions and the Catalan government’s agreements to delegate powers to Barcelona City Council, is taking place during extremely exceptional times, where the priority is for the city to focus all its efforts on the fight to halt the advance of the pandemic and its negative consequences.

The change-over process had been speeded up since 2 February, the date of transfer of powers agreed to between the Catalan government and Barcelona City Council, when work had already long been carried out to enable the start of the Olympic Port’s transformation and the implementation of the master plan. The strategic lines are: opening to the public; a new user model based on the blue economy; water sports; local restaurant services connected to the sea and sustainable public management.

Initial agreements and flexibility for the transition to public management in the midst of the state-of-alert measures

The initial efforts and actions have been focused on managing the transition at the Moll de Gregal wharf, resulting in an agreement with the Restaurateurs' Guild, to bring continuity to the restaurant activity in this area, and in a communication stating the end of granted uses of premises and moorings and the establishment of new relational and operational formulas with the various users, operators and players concerned. These have all been maintained and adapted over the last two weeks to minimise as much as possible the difficulties that the necessary measures, ordered by the authorities fighting against the health crisis, would cause users and management.

Information sessions continued from mid-February, so that users formerly granted use of premises and moorings could turn to a new assigned right-of-use model by paying a monthly fee.

Barcelona City Council also published the specifications of its invitation to tender for drawing up the project for a new access point to Moll de Mestral wharf. That project, which will facilitate the Port's integration with the city by connecting it to Av Litoral, signals the start of the wharf's transformation and the end of its night-time leisure premises.

All these actions, however, especially the tenders and the information sessions for uses of premises and moorings, have been slowed down, modified or suspended due to the State of Alert and the current situation of confinement imposed by Royal Decree 463/2020.

Hence BSM's decision to extend the deadline originally set for 30 April 2020 not just for the return of premises and moorings but also for signing contracts for continued use of the Olympic Port's facilities. That deadline has been extended to 15 May.

Some 500 free parking spaces are being offered to professionals at healthcare centres working to fight against COVID-19

Access to car parks is provided through licence-plate identification to enable the entry and exit of vehicles whilst avoiding the need for any contact

In view of the health emergency resulting from the COVID-19 outbreak, and in line with the implementation of Royal Decree on the State of Alert (RD 463/2020), the B:SM network of car parks is working to ensure maximum parking facilities for healthcare professionals at the city’s medical centres. That means each need has been assessed, in coordination with managers of the medical centres closest to a Xarxa d’Aparcaments car park, to offer the best parking solution to the city’s healthcare staff. All in all, some 500 free parking spaces have been made available at the following car parks:

Access to car parks is enabled through licence-plate recognition to permit entries and exits at car parks and promote prevention by reducing the need for contact to a minimum, given that the barrier automatically opens for users without them having to stop or take out a ticket.

At the same time, around ten places have been made available for workers from the Barcelona Public Health Agency in the B:SM Torrent de l’Olla car park.


Aparcaments B:SM in response to the health emergency

In view of this exceptional situation, work is also being carried out to meet the various needs of car park permit holders and those who, during the state of alert, are unable to use their permits and therefore have no vehicle in a car park, so they can apply for a temporary cancellation of their permit at no cost.

In addition, advice for preventing the spread of the COVID-19 virus has been displayed and disseminated on digital screens located in car parks while preventive and disinfection measures have been implemented at all facilities to ensure the safety of workers and users.

This applies to both regulated and unregulated AREA places.

Given the current State of Alert, and for as long as it remains activated, the on-street parking changes intended to come into force on 1 April have been cancelled. On-street parking in a number of the city’s areas changes side on public streets on a monthly or quarterly basis. This applies to both regulated and unregulated AREA places.

This means that city residents can keep their vehicles parked wherever they have left them during this time without having to change place, thereby avoiding the need to leave their homes. Signposting regulating on-street parking changes will be temporarily removed from display over the coming days.

They will be collaborating directly with the Guàrdia Urbana in a supporting role, to remind the public of and enforce the health measures established

Officers will be at the service of the public from 8 am to 7.30 pm

Because of the exceptional circumstances caused by the COVID-19 virus, and under the Mayor Decree of 14 March, the Civic Officers corps has been actively deployed as an essential service since 20 March to provide a face-to-face response to the public’s needs. Acting in full cooperation with the Guàrdia Urbana [city police], Civic Officers are joining in with the municipal operation to remind the public of the need to avoid any travel through Barcelona that is not crucial, initially at parks and beaches. Civic Officers will be on hand from 8 am to 7.30 pm, during which period there will be 4 shifts, to ensure the best availability of the Officers. In addition, all health measures will be in force at the Civic Officers’ work centres, equipping them with the necessary healthcare materials for carrying out their duties, such as gloves and anti-septic gel. We are grateful to everyone making up the Civic Officers team for their collaboration; through their work, they are helping to keep the city regulated, especially at this exceptional time, and establishing themselves as an essential service in Barcelona.

B:SM has adapted to the exceptional situation caused by the outbreak of the COVID-19 virus so it can continue providing the public with its services, at all times in accordance with the public authorities’ health criteria and in full cooperation with the Barcelona Public Health Agency and the COVID-19 Monitoring Committee.

In that regard, and in accordance with the Mayoral Decree issued by Barcelona City Council, B:SM will continue to provide essential services for the public during the State of Alert and ensure mobility in the city through its Car Park service, and in particular with the operation to help authorised healthcare staff at Vall d’Hebron, Hospital del Mar, Hospital de Sant Pau, Hospital de Barcelona and Clínica Platón. In addition, it will also guarantee continuation of its Municipal Tow Service, in coordination with the Guàrdia Urbana [city police], and at the Barcelona Nord Bus Station.

The Operations Support Centre and B:SM's Customer Care Department are also guaranteeing their services and assistance to the public under these exceptional circumstances. And Cementiris de Barcelona is providing support for families in this especially difficult situation.

Furthermore, and following the recommendations of the health authorities, the City Council’s Directorate for Green Spaces has closed Park Güell to the public, while public activities have also been suspended at the Olympic Ring, the Tibidabo Amusement Park and Barcelona Zoo, which has coordinated its workers to ensure its animals’ care and well-being at all times. Bicing has also suspended its activity and subscribers to the service will have their passes extended for the same period of time that the service is suspended for.

All Bicing users will have their subscription extended for the same period as the service is suspended.

 Containment measures at BSM for halting the spread of COVID-19

Barcelona City Council, in accordance with the health authorities’ criteria and in full coordination with the Barcelona Public Health Agency, has decided to suspend the activity of its Bicing service. Users will no longer be able to take out the service's bicycles as of 1 pm but will be able to return them to stations between 1 pm and 2 pm. The service will be completely suspended as of 2 pm.  We thank you for your collaboration and participation in the implementation of these measures.

 Containment measures at BSM for halting the spread of COVID-19

Barcelona City Council's COVID-19 Monitoring Committee has decided to adopt the following measures in accordance with the health authorities’ criteria and in full coordination with the Barcelona Public Health Agency: Park Güell has been closed to the public since 14 March, following a decision by Barcelona City Council’s Directorate for Green Spaces.

That means planned visits from that date on will not be able to go ahead.

All bookings made via the official parkguell.barcelona webpage for the days concerned will be refunded over the coming weeks to the same credit card they were purchased with.

 Containment measures at BSM for halting the spread of COVID-19

Barcelona City Council's COVID-19 Monitoring Committee has decided to adopt the following measures in accordance with the health authorities’ criteria and in full coordination with the Barcelona Public Health Agency: •    Closure to the public of the facilities at the Tibidabo Amusement Park and Barcelona Zoo for 15 days as of 14/03/20 (from 14/03 to 28/03, first and last days included).
•    Activities organised at these facilities will be suspended or postponed.
The Zoo’s workers have organised themselves so they can ensure at all times daily care for the animals’ regular welfare.

These measures will be subject at all times to the instructions issued by the health authorities and Barcelona City Council’s COVID-19 Monitoring Committee.

Due to current circumstances and in accordance with prevention recommendations, the information sessions on the Olympic Port, scheduled for March 9, 10, 11 and 14, are suspended until further notice.
